BOSTON (AP) ? Chemist Annie Dookhan was "Superwoman," a colleague at a Massachusetts state crime lab used to joke. She seemed unstoppable in her quest to please prosecutors, police and her bosses, testing two to three times more drug samples than anyone else, working through lunch and not bothering to put in for overtime.

"The kind of person, if you owned your own business, you would want to hire her," a supervisor would later tell police.

At least as far back as four years ago, some colleagues and higher-ups had their suspicions about the way she seemed to plow through so many cases so fast. One supervisor complained he never actually saw her in front of a microscope. But her superiors let her work on.

Now, the startling explanation has come spilling out: Dookhan told investigators she faked test results on drug samples and cut other corners.

The scandal has created a legal morass of monumental proportions, with tens of thousands of drug cases in Massachusetts thrown into jeopardy.

Dookhan, 34, is still under investigation by the state attorney general and has not been charged, and investigators have offered no motive for the fakery. She has not responded to repeated requests for comment.

The fallout could be huge.

Gov. Deval Patrick ordered a shutdown last month of the Boston lab, and the scandal has led to a firing and two resignations, including that of the state public health commissioner, whose department oversaw the William A. Hinton State Laboratory Institute before it was transferred to the Massachusetts State Police over the summer.

A war room of sorts is being assembled to pick through Dookhan's cases and determine which ones have been compromised.

Law enforcement officials say Dookhan tested more than 60,000 drug samples involving 34,000 defendants in her nine years at the lab. More than a dozen defendants are already back on the streets as authorities try to determine whether Dookhan's actions tainted the evidence in their cases, and more could be sprung. Authorities say more than 1,100 inmates are doing time based at least in part on Dookhan's work.

"It's incalculable the damage she's done ... not to say all the time, money and energy it's going to take the commonwealth," said defense attorney Bernie Grossberg, who has already had one client get out of prison and is being inundated with calls from others.

It remains to be seen if any lab supervisors face criminal consequences.

The governor said Thursday it was troubling that Dookhan and her supervisors "did not seem to understand the gravity" of her actions.

"I fully expect, and indeed I will say I hope that there are charges, and I think that all of those who are accountable for the impact on individual cases need to be held accountable," Patrick said.

The governor has not said how much money he expects the state will have to spend dealing with the crisis, but on Thursday his budget chief, Jay Gonzalez, wrote to district attorneys, court administrators and other state officials asking for an initial estimate of the costs expected as a result of the lab breach.

The letter also seeks a description of the "scope, nature and timing" of the anticipated work.

Dookhan's alleged confession and the missed warning signs were detailed in state police reports obtained this week by The Associated Press.

As early as 2008, a supervisor noticed Dookhan's testing numbers were high. He spoke to her superior, but nothing happened. In 2009, the supervisor took his concerns to another superior, saying he never saw Dookhan in front of a microscope.

In 2010, a supervisor did an audit of Dookhan's paperwork but didn't retest any of her samples. The audit found nothing wrong. The same year, a fellow chemist found seven instances where Dookhan incorrectly identified a drug sample as a certain narcotic when it was something else. He told himself it was an honest mistake.

In one incident detailed by state police, a lab employee witnessed Dookhan weighing drug samples without doing a balance check on her scale.

Dookhan was handling a staggering number of samples. An average chemist could test 50 to 150 samples a month, but Dookhan was doing more than 500, according to monthly reports, a lab employee told police later.

At one point in 2011, a top official even gave Dookhan a special project to try to slow her down.

Other lab employees worried about their own jobs and their prospects for promotion because their productivity wasn't as high as Dookhan's.

She was eventually suspended from lab duties after getting caught forging a colleague's initials on paperwork in mid-2011. Dookhan resigned last March as the Public Health Department investigated.

Over the summer, police interviewed Dookhan at her home, and she admitted faking test results for two to three years, forging signatures and skipping proper procedures, according to the reports.

Dookhan said she cheated by "dry labbing," or identifying a drug sample as a narcotic by looking at it instead of testing it. She said she routinely tested only five out of every 25 samples, and deliberately turned a negative sample into a positive for narcotics a few times.

At least one defense attorney has also accused her of overstating the weight of some of the seized drugs to expose defendants to heavier penalties.

Dookhan told police she just wanted to the get the work done and never meant to hurt anybody.

"I screwed up big-time," she was quoted as saying. "I messed up bad, it's my fault. I don't want the lab to get in trouble."

Summit Design + Build?s David Brown, project manager, Josh Halagiere, project engineer II, and Bill Schrimpl, superintendent, will be responsible for the on-site construction of Sarah?s Circle?s new facility.?The project has been made possible by pro bono legal and architectural services provided by Mayer Brown and Perkins + Will and funding from individuals, foundations, the City of Chicago, the U.S. Department of Housing and Urban Development, the Federal Home Loan Bank and the Illinois Housing Development Authority.? Completion of the new 14,000-square-foot facility is scheduled for late June 2013.

Myspace?s iLike Rises From The Dead To Block An Apple Trademark Request

ilikeThe icon on the left represents iOS's music app. The icon on the right is for a now-shuttered Myspace service called iLike. Apple introduced the Music app to iOS in 2011. iLike was founded in 2006, granted its trademark 2008, acquired by Myspace in 2009 and then shutdown earlier this year. But in a recent decision by the Trademark Trial and Appeal Board, Apple cannot trademark the icon for the iOS Music app. The reasoning? The marks and services are too similar and would likely cause confusion.

Campaigns pick Iowa poll sites for favored voters

IOWA CITY, Iowa (AP) ? In the weeks before Election Day, University of Iowa students will have a dozen places on campus to vote for President Barack Obama or challenger Mitt Romney.

Residents in the heavily Latino city of Denison will be able to cast ballots at a Mexican grocery store. Those living in the Republican-leaning Des Moines suburbs will get to vote early at evangelical churches. And voters in the state's most conservative county, Sioux, will be able to make their picks at a small-town library.

Iowa is one of 32 states that allow early voting, and both presidential campaigns are trying to take advantage of an unusual state law that gives political supporters a big say in where the ballots are cast. As voting begins Thursday, the sudden profusion of conspicuously Obama-friendly or Romney-friendly polling places in this key battleground state will serve as a novel example of how the trend toward flexibility is morphing the tenets of Election Day across the nation.

Iowa's law allows anyone who gets the signatures of 100 county voters to choose a specific voting place in that county. Election officials must hold balloting at that site for at least one day in the 40 days before the Nov. 6 election. The law is apparently the only one of its kind in the nation, said Jennie Bowser, who tracks election law at the National Conference of State Legislatures.

Both campaigns filed a batch of petitions before last week's deadline calling for satellite voting at locations carefully chosen to make it as easy as possible for their backers to vote.

"This is substantially more than we had in the last presidential," said Tim Box, an elections administrator in Linn County, the state's second-largest, which received 12 petitions from the campaigns. He is preparing to operate sites at a union hall, on three college campuses and at an African-American church in response to Obama campaign petitions and at Lutheran churches where voting was sought by Romney's backers.

Obama campaign spokeswoman Erin Seidler said the campaign is using the polling place petitions to target key parts of the electorate Obama needs to win: college students, Latinos in small towns and African-Americans in bigger cities.

"We are strategic in how we are reaching out to voters," she said.

Romney campaign spokesman Shawn McCoy said the GOP is also spotting polling places "so that more Iowans have an opportunity to voice their support for Gov. Romney."

In most states that allow early voting, state laws direct local election administrators to choose the polling places. They typically favor neutral sites that are accessible for the general public such as libraries and courthouses, as do Iowa officials when they pick locations on their own.

Iowa's petition law was passed decades ago to allow residents to seek early voting in counties where officials refused to set up satellite sites. But as early voting became more popular, partisans have increasingly gamed the process in a way that critics say calls fairness into question. About 35 percent of Iowa voters cast ballots before Election Day in 2008, above the national average of 30 percent.

"It's partisan chaos, which ought not to happen," said Doug Lewis, executive director of the Election Center, a nonprofit organization in Houston that trains election officials on best practices. "I can't fault the campaigns for figuring out the weaknesses in the law and therefore capitalizing on it. But what that does for Iowa is it gives the election a skewed process."

The practice increased in 2010 and could intensify this cycle. In the midterm election, Republicans collected petitions for polling places at evangelical churches in Ames; two churches even opened polls during Sunday services, sparking criticism from the American Civil Liberties Union. Officials in Johnson County, a liberal stronghold that's home to the University of Iowa, operated a record 27 petition-requested sites in 2010.

This year, Johnson County Auditor Tom Slockett received a similar deluge of petitions seeking sites at the university's law school, residence halls, student union, main library and more. The influx of petitions has worried local elections officials, who say they cause last-minute logistical and budgeting headaches.

"I have long felt that the bar is too low to request satellite sites," said Slockett, recalling he was once forced to host a site on the stairwell of an academic building, the only place where voting could be set up. But attempts to change the law to make it harder to petition have failed.

In Black Hawk County, Democrats petitioned to open six sites on the University of Northern Iowa campus in Cedar Falls and one site at a black church in Waterloo. Republicans petitioned for voting at the American Martyrs Retreat House, which is operated by the Catholic Church, in rural Union township. The number of petitions is up significantly from four years ago, county elections manager Kyle Jensson said.

"We'll be scurrying to so many places," Jensson said.

In Denison, a city of 8,300 in western Iowa that is more than 40 percent Latino, the Obama campaign petitioned to require voting at La Jalisciense Tienda grocery store and in an empty former Mexican restaurant. Crawford County Auditor Terri Martens said she worried that non-Latinos who do not shop or eat at those locations wouldn't feel comfortable voting there.

"It seems like the purpose that this group is using it for is to yank one sector of the public out of the voting crowd and make it ultra-convenient for them," Martens said. "My job is to make it convenient for all voters. I'm having a difficult time with this."

Martens said she was also frustrated with the tactics the Obama operatives used to secure voting at locations they wanted.

"It was, 'If you do this and you guarantee us these days, we won't file any more petitions,'" she recalled. "I was like, 'Come on.' It was disappointing as a registered Democrat myself."

Adobe really wants web designers to kick things up a notch. Not satisfied with where Edge has gone so far, it just released a full-fledged Edge Tools & Services suite to cover the bases for polished desktop and mobile pages on most any modern platform. Motion tool Edge Animate (formerly Edge Preview), automated previewing tool Edge Inspect (formerly Shadow) and mobile app packager PhoneGap Build have all arrived in the suite as version 1.0 releases, and come with both Edge Web Fonts as well as TypeKit to spruce up text. A pair of pre-release utilities, Edge Code (Brackets) and Edge Reflow, are also joining the group to tackle the nitty-gritty of editing web code and layouts. Any of the apps will readily cooperate with third-party software, although they won't always be cheap: while most of the Edge suite is free to use in at least a basic form as long as you have a Creative Cloud membership at any level, Edge Animate is only free during its initial run and should eventually cost either $15 per month or $499 in a one-time sale. For pros that want to burnish their corner of the web to a shine, the result just might be worth the expense.

Cardinals beat up Eagles 27-6

GLENDALE, Ariz. (AP) ? Kevin Kolb got the best of his former team. Michael Vick might be wishing he was still in Philadelphia the way the Arizona Cardinals battered him around.

Kolb threw for 222 yards and two touchdowns, James Sanders returned one of Vick's two first-half fumbles 93 yards for a touchdown and the Cardinals ran over the Eagles 27-6 on Sunday for their best start in 38 years.

Kolb was sharp, hitting 17 of 24 passes, and Arizona (3-0) sacked Vick five times for its best start since 1974, more than a dozen years before the team moved to the desert. The Cardinals also have won seven straight home games, the second-longest streak in franchise history.

Larry Fitzgerald was the guest conductor for the fall opening of the Phoenix Symphony on Thursday and kept the high notes going against the Eagles, catching nine passes for 114 yards and a touchdown while becoming the youngest player to reach 700 receptions.

Philadelphia (2-1) became the first NFL team to open a season with two one-point wins. The Eagles didn't give themselves a chance to rally for another victory, picked apart by the quarterback they cast away and hounded by Arizona's attacking defense.

The NFL's best offense the first two games, the Eagles had three turnovers, running their season total to 12, and labored all day against the scrappy Cardinals.

After three years of waiting behind Donovan McNabb, Kolb was pushed aside when Vick made his triumphant return to the NFL.

Even after being traded to Arizona and landing a huge contract extension, Kolb still had to fight for recognition.

He lost a tight preseason battle with Skelton, but came off the bench in the opener against Seattle when Skelton sprained his right ankle. Kolb took the Cardinals on the winning drive and was steady enough last week to lead them to one of their biggest road victories in recent years, 20-18 over the New England Patriots.

Skelton returned to practice late this week, but was limited and ended up watching Sunday's game in street clothes.

Kolb, who missed last year's win over the Eagles with a foot injury, made the most of his opportunity, carving up Philadelphia's secondary with crisp passes.

He completed all three of his throws on Arizona's opening drive to set up Jay Feely's 16th straight field goal, from 47 yards. After the Cardinals recovered a fumble by Eagles punt returner Damaris Johnson, Kolb threw an 8-yard touchdown pass to Michael Floyd, who made his first NFL catch a memorable one by juggling the ball through two Philadelphia defenders.

Kolb kept clicking in the second quarter, throwing a 37-yard touchdown pass to Fitzgerald that put the Cardinals up 17-0.

Arizona's offense bogged down in the second half ? 28 yards in the third quarter ? but ground the game away with a time-consuming, 13-play drive in the fourth quarter that resulted in a 27-yard field goal by Feely for a 27-6 lead.

Vick, on the other hand, spent most of his day being chased or knocked down.

The Cardinals hit him hard twice on Philadelphia's first series and linebacker Sam Acho caused him to fumble with a hit early in the second quarter to end a drive into Arizona's end of the field.

Vick finally got the Eagles going late in the first half, only to have it end in disaster.

Forced to throw it away on two plays from Arizona's 1-yard line, he was blindsided by Kerry Rhodes on third down and fumbled. Sanders scooped it up and raced up the sideline, picking up a couple of blockers along the way to a 93-yard fumble return for a touchdown that put Arizona up 24-0 at halftime.

The Eagles put up some yards in the second half, just not many points.

Philadelphia opened the third quarter with two solid drives, but settled for a pair of field goals by Alex Henery and never threatened Arizona's lead.

Vick had 217 yards on 17-of-37 passing after entering the game second in the NFL with 688 yards.

Fitzgerald needed two catches to reach 700 and took care of it quickly, hitting the mark on a 4-yard pass from Kolb in the first quarter. He reached the milestone in 29 years and 23 days, eclipsing Dallas tight end Jason Witten, who hit the mark last week at 30 years and 133 days.

The History Behind China and Japan's Anger Over a few Empty Islands

The disputed Diaoyu/Senkaku islands are becoming an increasingly tense point in the long and complicated relationship between these two countries.

Tensions between Japan and China over the Senkaku/Diaoyu Islands have escalated to a new, troubling level. On September 11, Japan's cabinet secretary announced the government had purchased the islands from a Japanese citizen. Since then, China has sent nearly twenty marine surveillance ships to patrol through the islands, prompting a full alert by Japan's Coast Guard. In addition, two Japanese activists landed on the Senkaku Islands on September 18.

Anti-Japan demonstrations spread across China, reaching more than 100 cities, with Japanese businesses targeted for looting and damages. China's Internet was alive with condemnation of Japan on September 18, the anniversary of the Japanese military's invasion of China in 1931.

Japan's Prime Minister Yoshihiko Noda called upon China to calm its citizens and ensure the safety of the roughly 125,000 Japanese citizens in China. In Tokyo on September 17, U.S. Defense Secretary Leon Panetta echoed the appeal for calm and reminded his audience that if attacked, all territory under Japanese administration would qualify for U.S. defense assistance obligations in the U.S.-Japan security treaty. Panetta met with Chinese military leaders in Beijing on September 18, urging a peaceful resolution of the dispute and noting the U.S. commitment to Japan's defense.

The disputed islands sit above an area rich in fisheries that has long been thought to contain significant hydrocarbon resources. Taiwan and China both claimed these islands when the United States returned them to Japanese sovereignty in the Okinawa Reversion Agreement that ended the U.S. occupation of Okinawa in 1972. Today, China's claim that its exclusive economic zone [EEZ] extends to the edge of its continental shelf could provide yet another challenge to Tokyo. Sovereignty over the Senkakus would allow China to extend its EEZ right up to Japan's territorial waters.

Stirring Nationalism

Nationalist activism on both sides of the East China Sea has intensified over this dispute. Tokyo governor Shintaro Ishihara exacerbated this current round when he announced his intention to purchase the islands on April 16. A month later, he established a Senkaku fund, and as of September 13 had collected approximately 1.47 billion yen ($18.7 million) from more than 100,000 donations. Ishihara said he was stepping forward because the national government was too weak in response to Chinese sovereignty claims, thereby forcing the hand of the Noda cabinet to acquire the islands.

Since the normalization of relations between Tokyo and Beijing in the 1970s, leaders of both countries have sought to prevent these islands from taking center stage in the relationship. Yet there have been repeated efforts to lay claim to them, with incidents involving Chinese fishing boats and activists from Taiwan and Hong Kong.

In September 2010, a Chinese fishing trawler rammed two Japan Coast Guard vessels in waters around the Senkakus. The ship captain was detained until the investigation was complete, prompting a diplomatic dispute and China's decision to temporarily suspend exports of rare earth materials to Japan. The captain was released by prosecutors after two weeks, but the incident sparked an intense domestic debate over Japan's weakness in the face of Chinese pressure.

Public skepticism of Chinese government intentions coupled with the rise of Chinese influence increasingly worry Japanese and create doubts about Tokyo's ability to manage China. Increasingly, Tokyo is turning to Washington for support in its relations with Beijing.

End of the Status Quo?

The dispute over these islands goes beyond history; it also shapes debate over the Japanese and Chinese claims to fisheries and seabed resources of the East China Sea. Tokyo and Beijing have been careful to keep their navies far from the islands, yet the growing presence of Chinese ships from various maritime agencies worries Tokyo. Tokyo has used its coast guard in response to Chinese activists, but surveillance of the East China Sea is carried out by the Japanese navy, the Maritime Self Defense Force.

The five Senkaku islands are currently uninhabited, but Governor Ishihara and candidates in the LDP leadership race now argue for stationing Japanese government personnel there to ensure their defense.

The escalatory dynamic on the high seas is worrisome, and the absence of a maritime crisis management regime for the East China Sea is even more troubling. Standoffs between Japan's Coast Guard and activist ships are rising, but today, as Chinese state vessels patrol the islands, the standoff could get more difficult to manage. The islands are 105 miles from the closest Japanese islands as well as from northern Taiwan; they are 205 miles from the Chinese coast.

Miscalculation by either side could result in serious damage and even loss of life. Panetta was correct in reminding his audience in Japan that there is ample danger of an incident, and that it is in "everyone's interest for Japan and China to maintain good relations and to find a way to avoid further escalation."

The increasing presence of Chinese state patrols in these waters suggests Beijing wants to test the Japanese response and escalate the standoff over the islands. The more China pushes the envelope, the stronger the calls in Tokyo will become for a more muscular defense of the islands. The prime minister's office has formed a task force to manage growing tensions, and on September 18, after the intrusion of more Chinese vessels, Cabinet Secretary Osamu Fujimura announced that Japan was preparing for a variety of scenarios and mobilizing its defenses accordingly.

Meanwhile, Japanese opposition politicians have upped their rhetoric, calling for a tough military posture to deal with the sovereignty challenge. Noda has sought to dampen domestic calls for inhabiting the islands. The Japan Coast Guard has also been judicious in its handling of the Chinese ships. However, the Liberal Democratic Party, Noda's conservative opposition, has now included the goal of inhabiting the Senkakus in its electoral manifesto. With a party leadership election underway, all five candidates are advocating a stronger national defense to more effectively deal with sovereignty issues.

Finally, the safety of Japanese in China will be paramount to managing this most recent round of tensions. Already, Japanese businesses have suffered damages and closed for business. Aeon, Ito Yokado, and Uniqlo retail stores have been closed, and Japanese convenience stores, including 7-Eleven and Lawson, have closed in some areas. Panasonic and Nissan have shut their plants after damaging attacks over the weekend.

Calming Measures

Japan and China have deeply interdependent economies. In 2011, total trade between the two giants reached $349 billion, and Japanese investment in China reached $6.3 billion, the third-highest after Hong Kong and Taiwan. Foreign Ministry spokesman Hong Lei said on September 17 that the Chinese government would protect Japanese businesses and citizens, and asked protestors to obey the law. But he emphasized that the "gravely destructive consequences" of Japan's "illegal" purchase were steadily emerging, suggesting that the worst was not yet behind.

The governments of both Japan and China have been hard pressed to manage the rising activism focused on the sovereignty dispute. The reactive cycle of citizen mobilization in Japan and China is more visceral today as popular sentiment in both countries seems ever more sensitive to China's rise. This week, the Chinese government made moves to try and break up protests; the phrase "anti-Japan" is no longer searchable on the web and the Chinese police have sent text messages to citizens urging them to demonstrate calmly. Both governments will need to continue to find ways to dampen domestic activism, while at the same time enhancing their ability to contend with potential incidents or accidents that might result in the future.

U.S. authorities will need to continue to work both publicly and behind the scenes to urge calm, and to encourage the peaceful resolution of the dispute.

Ultimately, the governments of Japan and China will need to commit to a more serious effort to develop shared crisis management mechanisms for the East China Sea. In February, the two governments began cautiously to discuss maritime confidence building. This effort should become a priority for the two nations and should be accelerated.

As Chinese influence and presence continue to grow, the potential for incidents--and the active encouragement of confrontation by those who want to see a more contentious relationship between Tokyo and Beijing--will only intensify.
